Coordination Proposed support for restructuring the media in DRC République Démocratique du Congo / DRC Description: In the context of the forthcoming National Congress of the Press, to be held between March 1st and 4th 2004 in Kinshasa, the Panos Panos in Paris is launching, with DFID’s support, a vast project to support restructuring and strengthening the Congolese media sector. Planned from December to March 2004, this programme has four main lines of activities and will be implemented in close consultation with a large number of media representatives, official institutions and civil society organisations.
The first line of activity consists in providing methodological support to the High Authority for the Media (HAM), and in helping it gain experience through exposure to international expertise. This second line of activity includes a series of sensitization workshops, organised in the different provinces of DRC. These workshops (8 in all) will focus on media codes of ethics and on decriminalisation of press offences. The third line of activity aims at strengthening the network of private radio stations in the East of DRC. Fourthly, a survey on the media in DRC and the organisation of the national Congress of the press will be the culmination point of the project.
All these activities aim at preparing media professionals to play an active and constructive role in the major debates which will take place during the National Congress of the Press, an event which will gather over 180 participants from the whole country, as well as official institutions and international partners expected to support or contribute to the development of the profession. Panos Paris, the main partner engaged in the organisation of the Congress, has helped to set up the preparatory committee, as one of the outcomes of the workshop on institutional analysis of the Congolese Press Union, held between September 17 – 19, 2003.
