Context

With the benefit of a four years experience acquired in Central Africa, the Institute Panos Paris is developing a new programme for the period 2006 - 2009 called Pluralist media for peace and democracy in Central Africa, intends to help network the region’s media and to encourage greater professional solidarity via regional-scale actions. IPP will provide particular support to media in the Great Lakes region (Burundi, Democratic Republic of Congo and Rwanda) during the ongoing peace process.


Issues

Four main issues around which the intervention of the Institut Panos Paris is based in the region:

Pluralism
Media pluralism is being strengthened and the plurality of content is developing against a background of better organised media.
Peace
The print media, the audiovisual and electronic press are becoming involved in conflict prevention and resolution and in building peace.
Democracy
The media are actively involved in the emergence of a culture of democracy and citizenship.
Development
The media produce and dissiminate the neccesary information for the communities development.

Sectors of involvment and local partners

1. Legislation and regulation
Supporting the adoption, dissemination and application of legal and regulatory frameworks appropriate to the profession and practice of journalism
on behalf of: Authorities and governments .

2. Structuring the professional environment
Supporting the emergence of strong national and regional professional organisations, and of radio and newspapers networks
on behalf of: Regional and national media and journalist organisations.

3. Strenghening press businesses
Supporting the technical and financial viability, training and management skills
on behalf of: Radio stations, newspapers, media organisations.

4. Journalistic professionalism
training, subject-area specialisation, appropriation of new ICT and support to field reporting
on behalf of: Journalists and media professionals.

5. Media education and involvement
Educational campaigns for critical appreciation of audiovisual and print media, and support for participative processes in producing and disseminating information
on behalf of: Civil society and the general public.


Intervention levels and ongoing projects

The Institut Panos Paris develops its projects on three different geographical levels :

Regional project- Central Africa

Regional strenghening of Central African media
Countries concerned: Burundi, Cameroon, Gabon, Equatorial Guinea, Democratic republic of Congo (DRC), Republic of Congo, Chad, Rwanda.
