Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.

Article 19 Universal declaration of Human rights (1948)

Pluralism of the media and of media contents

For more than 10 years, the Institut Panos Paris has been working to the strengthening of the pluralism of the media. First of all in western Africa, then since 2001 in central Africa, and in Maghreb since 2003. This redeployment was made within the frame of its two former programmes, Rights and institutional strengthening of the media (RISOM), and Media for Peace in Africa (MPA).

After four years of support (2001-2004) for Africa’s media sector, Institut Panos Paris (IPP) has launched a new long-term programme (2005-2007): Pluralist media for peace and democracy in Central Africa.

This programme is based on five sectors of involvement

Legislation and regulation
Supporting the adoption, dissemination and application of legal and regulatory frameworks appropriate to the profession and practice of journalism.

Structuring the professional environment
Supporting the emergence of strong national and regional professional organisations, and of radio and newspaper networks

Strengthening press businesses
Supporting the technical and financial viability, training, and management skills

Journalistic professionalism
Training, subject-area specialisation, appropriation of new ICT and support to on-the-ground reporting

Media education and involvement
Educational campaigns for critical appreciation of written and audio media, and support for participative processes in producing and disseminating information

"Un monopole est une chose terrible […] jusqu'à ce que vous l'ayez"
Rupert MURDOCH, Magnat australien de la presse

'"L'appui aux médias indépendants est un exercice futile s'il se confond - ou coïncide - avec des programmes d'ajustement structurel socialement irresponsables et s'il ne s'accompagne pas d'une politique globale d'aide au développement"
Jean-Paul MARTHOZ, in Et maintenant, le monde en bref

"The essential problem with media monopolies is that they erode diversity and pluralism by publishing one view to a big audience.(...) The lack of differing views and new is a direct threat to the growth of genuine multi-party democracy and the practice of genuine human rights."
Jeannette MINNIE, ex-Directrice exécutive de MISA (Namibie)
